Scuderia Ferrari later issued a confirmation on Twitter on the issue, calling it a turbo problem.

It was absolute heartbreak for the 4-time World Champion, especially considering his forgettable season so far. Vettel has been going through a rough patch ever since the 2018 German Grand Prix. The German driver was out on track, but had to trundle back in without setting a lap time and stayed in the pits for good.

Meanwhile, there was no such trouble for teammate, Charles LeClerc, who was left flying the flag for Ferrari.
